Cavendish supplied the Senior Programme Manager – Operations for the Railtrack Asset Management Programme (RAMP)

Cavendish was selected by Railtrack to take over this programme after the programme had been running for nine months and had just de-committed on roll out dates for the second time.

The programme had three phases with the first phase having a budget of £100 million and a staff complement which peaked at 250 people.

  • The programme had two simultaneous work streams - one to deliver an asset management system and the second to deliver a national data base of existing assets for validation by the Office of the Rail Regulator.
  • Failure to deliver by this deadline could have exposed Railtrack to the prejudice of its operating licence or severe Government censure. Both of these work streams were in a critical condition when Cavendish was appointed to recover the situation.
  • Cavendish implemented two major re-structuring processes within the programme and introduced a major systems integrator organisation to subcontract on specific work packages.
  • A key achievement was to restructure the business case and present the long term financial payback model within a financially sound framework. This involved in depth evaluation of business performance management systems and the development of a bespoke performance management model for the infrastructure management and development group.
  • A strategic approach was developed to provide an acceptable status to the Government on the national asset data base while a recovery programme has been initiated.
  • Staff complement was significantly reduced and costs on the programme cut by over 15%.
  • Cavendish was responsible for the management of several sub-contracted suppliers to provide various components of the system as well as the scope definition for the Business Change programme to be installed in the nineteen different engineering maintenance organisations which are subcontracted to maintain the national rail grid.
  • The scope of the programme includes a major engineering and financial focus with system components covering asset data capture, maintenance scheduling, engineering renewals planning, and fault management and recovery.
